A referendum lock on Britain’s ambition

David Cameron has made a solemn pledge. Britain’s prime minister will never propose the transfer of new powers or competences to Brussels. In the next breath, his coalition government promises that, if it does suggest such a transfer, voters can henceforth say No in a referendum.
