In 2006, Russia scrapped capital controls as it sought to embrace a more open economy and a free-floating currency. This opened the floodgate for foreign capital into the country. But, barely a couple of years later, the tide dramatically reversed following the Georgia war and the exodus by international investors from oil and commodity-based emerging countries.
